ISW: Putin constantly shifts 'red lines' in his threats.


According to the Institute for the Study of War, Vladimir Putin's speech demonstrates his inconsistency in defining 'red lines,' which raises doubts about his willingness to escalate the conflict.
According to ISW information, Putin in his statement on November 21 further confirms that Moscow remains committed to escalation only in words.
Putin's recent threats were directed at Western countries that allowed Ukraine to strike 'Russian territory.' However, it is worth noting that Ukrainian forces have long been attacking occupied territories that Russia illegally considers its own, including Crimea, which was annexed in 2014. Since early April 2023, Ukraine has regularly used American ATACMS missiles and British Storm Shadow for attacks on Crimea.
Analysts at the Institute for the Study of War note that the Kremlin's rhetoric regarding 'red lines' is constantly changing, undermining its effectiveness. The Russian authorities have repeatedly threatened to take measures in response to Western countries' support for Ukraine, but they have never fulfilled their promises.
'Earlier, Putin threatened retaliation for providing Ukraine with rocket artillery, tanks, fighter jets, and capabilities for strikes against Russia, but each Time he changed his position when the West called his bluff,' ISW said.
