Fragmentation of migration process management in Ukraine

The problem of fragmentation in the management of migration processes in Ukraine complicates the use of human capital potential due to the lack of a coherent strategy. Experts who participated in the round table concluded that it is necessary to adopt a State Migration Policy Strategy to integrate decisions and respond to modern challenges.

The head of the migration research sector at the Institute of Demography and Social Studies named after Mikhail Ptukha of the NAS of Ukraine, Oleksii Pozniak, emphasized: 'Despite the establishment under the State Migration Service of a Coordination Center for cooperation with the European Migration Network, it seems appropriate to create an inter-agency advisory body on migration and diaspora issues, led by one of the Deputy Prime Ministers.'

Staff shortages, migration, and demographic decline require internal coordination and international partnerships. Experts called for creating attractive conditions for the return of Ukrainians home, involving the diaspora in the country's development, and simplifying procedures for foreign specialists in the labor market. Updating migration policy is considered one of the priorities for preserving human capital and economic development in Ukraine.
