In Ukraine, the procedure for obtaining and extending deferrals from mobilization has been simplified.


Ukraine continues to extend deferrals from mobilization in accordance with the Cabinet of Ministers' resolution No. 1558. This resolution came into force on January 16. However, it is worth noting that these deferrals are only available if there are legal grounds.
According to the new procedure, Territorial Recruitment Centers (TRC) must verify the grounds for deferral through the 'Oberih' register within five days. This applies to cases where a person has submitted an application or when government agencies have requested verification of a deferral. Verification is also carried out upon receipt of official notifications of the loss of grounds for deferral.
If it is impossible to verify the grounds through the register, TRCs must notify the conscript about the need to provide additional documents. These notifications can be sent by mail, email, or phone.
Issuing or canceling deferrals will be entered into the 'Oberih' register on the day of issuing the certificate or sending a notification via 'Reserve+'.
The resolution establishes different durations of deferrals depending on the grounds.
- Reserved employees receive deferral for the duration of the reservation.
- Persons with disabilities receive deferral for the duration of the relevant grounds.
- Temporarily unfit due to health conditions receive deferral for the term specified in the VLK document, but not exceeding 12 months.
- Students, doctoral candidates, and interns receive deferral for a semester or half a year.
- Researchers and educators receive deferral until the end of the academic year.
To apply for a deferral, the conscript needs to personally submit documents to the TRC along with their military registration document. The application for deferral will be registered on the day of submission.
