Ukraine and the USA agreed that the aid provided will not be counted in the mineral resources agreement. This was reported by the Prime Minister of Ukraine, Denys Shmyhal, after meeting with US Treasury Secretary Scott Bessen.

The Ukrainian delegation visited the USA for negotiations with the IMF and the World Bank, and during the meeting with Bessen, the agreement between the two countries was discussed. There has already been progress in the work on the document, but the priority is to ensure that the agreement complies with European obligations and Ukrainian legislation. The agreement also needs to be ratified by Parliament. It was also agreed that the aid provided will not be counted prior to the signing of the agreement.

Ukraine will continue to receive support from its partners, including from the IMF, Ukraine Facility, and revenues from frozen Russian assets. Funding for 2025 is fully secured, including covering the deficit, and there are plans for 2026-2027.

During the visit to the USA, the involvement of new resources for the restoration of Ukraine after the war was also discussed. Prime Minister Shmyhal noted about 50 billion dollars in revenues from frozen Russian assets, which are used for budget needs and military expenses. However, the goal is the complete confiscation of these assets, and it was proposed to introduce a special duty on the import of Russian goods to direct revenues to the Ukraine recovery fund. This economic mechanism of reparations operates independently of political changes in Russia. Sanctions against Russia remain a priority as a pressure tool.
