New mobilization order for internally displaced persons in Ukraine
Starting from June 1, 2025, a new mobilization order comes into effect in Ukraine, which concerns internally displaced persons (IDPs). According to the new rules, the status of a displaced person does not exempt individuals from military duty.
Information from the website veteran.com.ua confirms that internally displaced persons are subject to mobilization on par with other citizens. In connection with the state of war, the government unifies the requirements for all military conscripts, including displaced persons.
Who are IDPs and what is required from them
Internally displaced persons are citizens of Ukraine, foreigners, or stateless persons who legally reside in Ukraine and have the right to permanent residence. They were forced to leave their places of residence due to war, occupation, violence, or emergencies.
- To notify about the change of residence to the appropriate social protection unit within 10 days.
- To inform the agency about returning to the previous place of residence no later than 3 days before departure.
- To arrive at the Territorial Recruitment Center (TRC) even without documents if they have been lost.
Categories of individuals subject to mobilization from June 1, 2025
The following individuals are subject to mobilization:
- All military conscripts and reserves who are fit for service based on health and without the right to deferment.
- Men aged 18 to 60 with military experience.
- Men aged 25 to 60 who have no military experience but are fit or partially fit for service.
- Men aged 18 to 60 who were previously excluded but are recognized as fit again.
- Individuals released by the law 'On cleaning the power' (except for positions related to this law).
- Individuals with a criminal record as decided by the General Staff of the Armed Forces, the Security Service of Ukraine, or intelligence agencies.
How to register for military service after arriving from occupied territories
Individuals arriving from temporarily occupied territories can register for military service after being registered as IDPs. To do this, it is necessary:
- To submit the required documents, including identification and IDP certificate.
- After registration, their data will be transferred to local Territorial Recruitment Centers.
Remember: providing false information to obtain IDP status obligates the individual to reimburse all expenses incurred by the state due to this.
Procedure for conscription and consequences of evasion
The mobilization process includes:
- Notification of call-up to the TRC.
- Arrival at the recruitment center and updating data.
- Medical examination to determine fitness.
- Verification of grounds for deferment.
- Documentation of draft.
- Assignment to places of service.
Failure to respond to a call-up or attempts to conceal changes in residence registration are considered evasion of mobilization, which may lead to administrative and criminal liability.
