Mandatory Document Replacement: When It Is Necessary to Issue an ID Card Instead of a Paper Passport.


Ukrainians have been informed about when it is necessary to replace a passport book with an ID card.
According to the State Migration Service of Ukraine, documents in the modern world serve not only as paper but also as key means of communication and identification. In recent years, Ukrainians have experienced significant changes in the document circulation system, especially regarding personal identification documents.
Old-style passports issued in 1994 are still valid. Citizens have the option to replace them with modern ID cards at their own discretion. Legislation does not impose restrictions on the validity period of such passports.
However, there are situations when passport replacement is mandatory:
- If there have been changes to personal data in the document, such as surname or name.
- When the passport is physically damaged to the point that its use becomes impossible. This applies to cases where damage affects the document itself or the photo, making it difficult to identify the person.
- Upon reaching the age of 25 or 45, if a new photo has not been pasted in within a month afterwards. It should be noted that this rule does not apply in wartime conditions.
In case of the declaration of martial law for citizens of Ukraine who need to paste a new photo into the passport due to reaching the age of 25 or 45, a special procedure is established. If the deadline for the necessity to paste a photo occurs after January 24, 2022, and falls during the period of martial law, the procedure for pasting is postponed.
Holders of such passports have 30 calendar days after the official end or cancellation of martial law to update the photo in their passport according to their current age. This means that temporary restrictions related to martial law do not deprive citizens of the opportunity to update their documents, but only postpone the execution of this procedure.
