eRecovery - What New Opportunities Have Arisen for IDPs.


The Ukrainian government continues to support internally displaced persons (IDPs) who have lost their homes due to hostilities or occupation. Now, IDPs can receive compensation under the 'eRecovery' program even if their houses remain in temporarily uncontrolled territories or in zones of active hostilities.
Internally displaced persons can apply for compensation under the 'eRecovery' program. Today, the government made a decision that will allow remote housing surveys, as reported by Prime Minister Denys Shmyhal following a Cabinet meeting on July 7 on Telegram.
How Destroyed Housing Will Be Recorded Remotely
One of the main obstacles to receiving compensations was that state commissions could not physically access damaged houses in frontline regions or in occupied territories. This problem has now been resolved.
A technological tool for remote surveying is planned to be launched, which will use:
- satellite images;
- aerial photo and video materials;
- verified photos/videos provided by the applicants themselves.
Thus, commissions will be able to document the fact of complete destruction or damage of housing without the need for physical presence.
'Responsible ministries have been tasked with launching the service as quickly as possible', Shmyhal added.
Record Expenditures: What is Provided in the Budget
The government allocated 15 billion UAH in 2025 to support families of IDPs who have lost their housing. This is the largest amount the state has allocated for these purposes since the beginning of the war.
'The program is working, and thousands of families have already purchased a new home,' the Prime Minister noted.
By the beginning of July:
- over 115 thousand families have received assistance through the 'eRecovery' program;
- 97 thousand of them have received compensation for the repair of damaged property;
- nearly 20 thousand families have received payments for the purchase of new housing.
